T5.1: Establishment of the project structure: The co-ordinator will appoint an experienced project manager to manage the project. The manager will report to a steering committee, which will consist of a representative of each contractor plus three external experts including representatives from the user community. The steering committee will be elected at start-up. The three external experts will be invited from a list set up at start-up with candidates from relevant user groups such as EUROGOOS, IHO, and LOICZ. Their main function is to provide a continuous overall external reviewing of the project. The steering committee will be chaired by the co-ordinator.
For each work package, a managing leader will be assigned and the project manager will keep a close contact with the WP leaders. The WP leaders will report to the project leader on regular basis to ensure a high overall level of progress monitoring and technical control.
T5.2: Project management plan: A formal management plan containing details of time scales, meetings and deliverables will be provided within one month of start-up together with guidelines and pro-forma for progress monitoring within the project. The plan will also identify key milestones where additional external reviewing may be required. Management tools such as Microsoft Project will be used through all project management levels to maintain the management plan. Mode of communication will be e-mail. Video-conference will held when appropriate. All written communication and documentation will be available on a project web site.
T5.3: Internal and external project reviewing: The steering committee will meet at regular intervals to discuss and review progress of the project. The WP leaders will be invited to report on the status of their respective WP. If appropriate, task leaders will also be invited. External reviewing is intrinsically provided through the external experts on the steering committee. If appropriate, the steering committee will contact other external experts for reviewing of project progress of decision support.
Two workshops are scheduled within the project. The first mid-term workshop with participation of project members and users will provide a broad forum for review of project status as well as discussion of necessary adoptions of the work plan. The final workshop will include external observers and participants.
WP meetings will be scheduled as necessary. If possible, these meetings will be held as video conferences.
T5.4: TIP: The project team will continuously develop the draft TIP taking into account the progress within
the project as well as the development in the broader ESEAS community. Moreover, account will be taken
of relevant evolutions in the EuroGOOS, GLOSS and other organisations co-operating with ESEAS.
A Draft TIP will be made available for review by the ESEAS TEC no later than 24 months after the
start of the project. After review of this draft by the TEC, approval of the ESEAS GB will be sought.
