1 Welcome
Ignacio Rodriquez, the head of the department welcomed all participants and
introduced the department by describing the wide range of tasks handled by
the department.
2 Minutes of the last WP4 meeting
Dov Rosen
summarised briefly the objectives of WP4. There are no
minutes from the WP4-1 meeting held in Paris in October 2003.

3 Review of action items from the minutes of the last WP4

There are no explicit AIs from the First WP4 meeting. The relevant

PT-2-26:
All partners planning to install a new CGPS site to prepare a
brief description of the new site and provide it to WP2 leader for
assessment.

Rational:
New CGPS sites are in most cases choosen by non-experts (tide gauge
operators). In order to avoid unnecessary problems due to unfavourable
site conditions, an assessment by CGPS experts is necessary prior to
the installation of the site.

sent a description (on 09/12/2003) to

PT-2-27:
At proposed new CGPS sites, test GPS measurements have to be
carried out at each potential location for the GPS antenna (preferably
over two consequtive days) and the
data have to be assessed and analysed by the ESEAS GPS ACs.

Rational:
Experience shows that GPS conditions can vary considerably
over short distances and without actual measurements, it is
extremely difficult to assess GPS conditions thoroughly. In
order to ensure good site quality, test observations with
GPS receivers of geodetic quality are required.

This important AI has to be taken up at the WP4 workshop, where
actually results of the test observations are supposed to be discussed.

questions concerning the test measurements in Greece were

reported on their work related to establishment of the CGPS
site. Test data was sent to ESEAS DS and processed by

reported that data from Ibiza was sent and asked for
the processing results.

4 Task 4.1: Brief review of status and more detailed discussion of
preliminary results.
Begona Perez Gomez
reported on the status of the test sites at Villagarcia
(P06), Liverpool (P03) and Santander (P05) as well
as on the selection of sensors for the upgrading of the tide gauges
in Task 4.2 (see
pdf
).
Belen Martin Miguez
presented results of a regression analysis between
the different tide gauge sensors at Villagarcia showing that
all sensors were working correctly for the tidal and lower
frequencies (see
pdf
).
More detailed comparison show that at short periods
(less 20 minutes) the sensors differ.
EA,
pointed out
that these differences may be significant and need more studies.
The parallel time series are too short to assess whether there
are differences in the long-period to secular part of the
spectrum.
Concerning the three radar sensors, RADAC appears to be more noisey than
MIROS, while AQUATRAC cannot be compared to the two others since
it is in a stilling well while the others are not. This was interpreted
in the way that MIROS is giving a better result.
Hans-Peter Plag
cautioned that this could also be the effect of digital
filtering in the instrument and not necessarily indicate a better
sensor.
EA,
pointed out that the amplitude of the noise is too
large to be realistic. The true reason for the differences should be
investigate in more detail and contact with the manufactures could
possibly help.
There is a contract to continue the test site at Villagarcia
for one year. It is possible to include data from the REDMAR
SRD acoustic sensor working at the Santander test site.

pointed out that Task 4.1 has to provide the official deliverable
in form of a report to be included on the web page. However, a
publication is also highly recommended.
In order to get a feedback from the ESEAS community on the
experiment, a draft delivery report should be prepared and
distributed for hearing.

) reported that the instrument has been upgraded by now.
It is a bottom pressure station.
The station is very well referenced. Two years of data
are available. The data can be uploaded to the ESEAS DS
as soon as the DS is ready. The CGPS has been moved to
Ibizza.
There was some discussion concerning the ESEAS QC,
which resulted in the following AI:

Coskun Demir
) reported that data from the Antalya TG have been
made available on a password protected web page. The
data are currently down-loaded manually every second or third
day. For the ESEAS sites, this can be done everyday and the
data can be uploaded to the ESEAS DS.
P10 (
Bojan Cernac
) clarified that the tide gauge in Koper
is still not upgraded.
One problem that worries P10 is how to determine the position of the sensor
to the benchmark, i.e. how to calibrate the tide gauge to an
accuracy of 1 cm or better. The discussion showed that there is
a lot of expertise that can be transferred to less experienced
partners. This led to

) reported that the Polish data policy is to date
different from the general EU policy, and the Polish Polish law
requires that scientific users
pay for public data. This is not acceptable for a gauge funded
by the EC and P11 expects no restrictions for the sea level data
from the ESEAS-RI tide gauges.
P12 (
Nenad Leder
) reported that all gauges have been upgraded to
digital recording. Information concerning the CGPS site has been
sent to
Richard Bingley
and
Hans-Peter Plag
and
Richard Bingley
gave the advice to carry out
test observations.
P13 was not present to report on the state of the Baker tide gauge.
P17 has reported that three digital TG have been purchased and upgrading
has started. However, the present situation is not clear.
P18 is responsible for upgrading Kacively (Ukraine). Has also responsibility
to collect in NRT data from 6 MedGLOSS station, which can be made
available to ESEAS.
Concerning real-time access to sea level data
Dov Rosen
has software
based on windows while PE has a page based on unix.

out that the page provided by
Stefano Corsini
is also very nice and could
be used.

demonstrated their pages for NRT access
and it was discussed how these pages can be utilised to set up
an ESEAS page that gives intially access to sea level
anomalies on a European scale.
It was agreed that the person who is to work on the ESEAS NRT web page
can come to PE for technical advice.
6 Task 4.4: Status of campaigns, plans, discussion of additional
campaigns, data delivery to ESEAS Data Server, analysis of
campaigns, preliminary results.

reviewed the campaigns planned for the ESEAS-RI project.
P06-PE Spain: Barcelona and Bilbao:
Begona Perez Gomez
pointed out that PE
originally was not involved in this task but PE decided
to deliver the data. Information was provided to ROA and PE is waiting for
a feedback.

reported that the data for Barcelona appears ok
while Bilbao is problematic.

P09: Antalya-II: Last year a campaign was carried out. The site is
only 2 m away from the CGPS site. The data can be provided.
Actually, there are six campaigns covering 1992 up to July 2003.

ESEAS DS.

P18-IOLR, Israel: In charge of missions in Ukraine, Cyprus, Romania, Malta
and Israel.
In Clapedia (Romania), campaigns were already carried out
in the SELF project. The data are expected to be available soon.
No camåpaigns are planned there.
Data from campaigns in Ukrainia are supposed to come soon.
Here no campaigns are planned.
Campaign sites in Malta have been located recently.
The monument to be installed has been designed according to
recommendations by Mike Bewis.
In Cyprus, the search for a location is under way.
Campaigns in Cyprus and Malta are planned for this sommer. One of the
receivers purchased by IOLR for the new ESEAS-RI CGPS sites is planned
to be used for these campaigns. However,

asked
Dov Rosen
not
to delay the installation of the CGPS sites in favour of the
campaigns, since this would compromise the delivery of the task.
In order to make the campaigns possible,
Hans-Peter Plag
will check whether
a NMA receiver can be supplied for the campaigns in Cyprus and Malta.
In Israel, the site for the CGPS is fixed and the monument will be installed
in the near future. The last location is not yet know, it may be
on the offshore platform.

There was some discussion about the monumentation, that is
the best for CGPS. There is a metal fence around the CGPS at
Antalya-II and
Richard Bingley
and
Hans-Peter Plag
voiced some concerns about
the potential effect this fence might have on the GPS measurements.
Richard Bingley
commented on the episodic site, which is very close to
the CGPS site at Antalya, and suggested a general role, which says
that episodic sites should be processed in cases where they are
close to the permanent site and can be connected with mm accuracy.
Issues to be considered in more details are type of
radom, should there be a spare radom, cleaning of radom,
what lightning protection is needed, power backup.
Maria-Jesus Garcia
reported that the data from Puerto de la Luz is
still not available, most likely because the
computer is not working. Currently, the resources are
not available to go there to check. There was a discussion concerning the
operational requirements.
Hans-Peter Plag
pointed out that infrastructure
should not be established in place where the resources for
operational routines are not available. CGPS needs to be
operational with daily down-load of data.
Hans-Peter Plag
made clear that the delay in establishing the CGPS sites
compromises WP2 and the main deliverables. There will be no chance
to get two years of data to determine vertical land movement.
This will cause servere problems for WP2 and the main
deliverables there (estimate of vertical land movements and
absolute sea level changes). The time since the last PT-2
meeting has not been sufficiently used to solve the problems
in the establishment of the CGPS sites.

9 Date and place of next meeting
The date and place of the next meeting was not decided. The Project
Team meeting in May, which is going to be held in Galway, Ireland,
will assess the state of WP4 and decide whether a meeting
before the Workshop in November.
