Puertos del Estado office is about 5 min by subway from Madrid Barajas airport, and the building will be found just when leaving the subway station. It is really easy. I include a

You can walk from this hotel to subway station Nuevos Ministerios and take there the line number 8 in direction "Barajas" (airport). You should leave at "Campo de las Naciones" station. You can also walk to Gregorio Maranon station, line 10 to "Nuevos Ministerios" and there as told before.
